The ideal scenario is to not have to interpret the rules at all, because we get all our questions answered for us by FAQs or ijw. Unfortunately ijw is only human and doesn't seem to have time to answer every question, so in some cases we have to muddle our own way through. In those cases, we should do whatever leads us to the most likely interpretation, which I think probably means taking context into account but YMMV. But there's no point getting annoyed when ijw tells us that a rule means something different than we might have thought. Instead, be happy to have another question answered definitively!
