That's a good point @macfergusson . TBH, I don't think D-charges should even be deployable, they don't work like other deployable equipment.
To append to this, when using Climbing Plus to do this, do you get the free base length movement when you move from surface to surface?
It literally uses the word "reduced" in the text you put there.
Since D-charges don't exist as objects on the table, they can't be in base with anything.
