Point costs are, by their nature, relative. Things can only be under- or overcosted in relation to each other.
If they aren't overcosted then there's a shitton of things that are undercosted.
Zuyongs would probably be 25 if they didn't have the bloat of 2 breaker pistols. Which also means you could have a SMG profile for like 21 points....
