The terrain rules are horrible unbalanced and need work. They also need to get rid of the arbitrary saturation zones in some missions.

I don't think CB thinks that what they're doing incentivizes order spam at all.
Fatality L2 should just be +2 damage, Full Auto L2 should just be +2 burst. Way more simple.

Nah, from the way it's been handled it's pretty clear that they don't really care.
Put simply, it would mean that the most populous factions would have a nigh-insurmountable advantage.
Then people would just refuse to play against CA so they don't score wins.
