That's not what the rule says though. Everyone is declaring it individually. A simple change would be to add in "with a single trooper" to the FAQ

Absolutely agreed. The big benefit of SpecFire is when you can catch multiple units under the template for more chances of not wasting the order....
Don't forget that the EVO also lets you re-roll hacking FtF dice with a Command Token and Coordinate Order hack too. I know QK isn't the strongest...
