That's not what the rule says though. Everyone is declaring it individually. A simple change would be to add in "with a single trooper" to the FAQ

Don't forget that the EVO also lets you re-roll hacking FtF dice with a Command Token and Coordinate Order hack too. I know QK isn't the strongest...
