AFAIK ZOCs are not limited by terrain and so neither is the Dazer. It works a lot like a deployable repeater's hacking zone.
I would guess that its fairly inexpensive. As is multi terrain and CC Weapons. But Stat Bonuses seem to add up fast.
Do people seem themselves running it in a triad? My feeling was Draal might be better soloists that show up to reinforce otherwise weakened triads.
Well. +3 CC, +2 PH +2 Arm + Multiterrain + Religious + CCWeapon. They all add points. Still feels expensive though.

I believe what you're both trying to say is that they seem similar to Kurgats.
Kiel-Sann, Neema and Makaul can all pretty freely wander past jammers too. Edit: Actually Draal and the two new impersonators too I think :D
