Well the Swiss was long overdo for an update, Hac Tao had several.
Correct, no new units and some profiles are unique to the sectorials introduced, but benefit from the ambient unit changes to units they already had.
Most are changes that affect all armies they are in, some have additional localized profiles like ZC (LT and MMR).
