Definitely not, since the folks Section 9 would dumpster had to basically make (then fail) discover checks to realize camo markers were sneaking around.
And now I have to watch the series again to check it. I don't remember the details in the series, but in the GitS movie the "invisibility" the Mayor uses is definetly called "Termo Optic Camo", at least in the spanish edition. And I was pretty sure everyone and their mom in Section 9 used TO Camo too in the SAC series. Not really complaining, I like the series and I don't mind finding time to watch it again :p
I think Proto would be more like a Karakuri... ^^ Different levels, different capabilities. Batou definitely had MSV integrated, like most rangers, but the parallelism ends there: you can't use water splash (or paint bombs) to neuter enemy camo in Infinity, for example. And both him and Kusanagi were H+... In essence, Kusanagi would be like a super-jumping H+ with TO camo, Multi rifle and CC 23 with DA weapon and no Martial Arts (but Natural Born Warrior or Berserker, maybe). Batou would, instead, be a TO Hacker with Cybermask as an Upgrade program and some MA (1-2) , while Ishikawa would be a TO engineer + Assault hacker with Lockpick extra (and possibly Maestro), Togusa would be a TO Hacker (and veeeery maybe paramedic), Pazou would be like a bandit with AM3 and Ikhol 2 (for the lulz and tha ladies), Saito kinda like an Intruder sniper/Feuerbach, and Borma would be kinda like a TO Kriza with some hacking device (normal or killer, dunno) and very heavy weapons (HMG multi even, or Missile Launcher/HRL). Then the Tachikomas, of course, S6 TAG with HMG or Feuerbach, baggage, repeater, TO, climbing plus and superjump... Also, all but Togusa and Saito would be HI with STR 2 and NWI... Aramaki I would not list here, since he's more like an old Saladin without repeater nor NWI, but tons of political connections. Seriously, the Section 9 was more a group of Player Characters and less a military unit. Trying to draw their profiles inside Infinity... not a great idea. Trying to get the miniatures, though? 2 of the basic troopers in the JSA box (Ishikawa & Togusa) and the two Ryuken 9 (Batou & Kusanagi) are there already. Saito is the old Moderator Sniper, so we are short just of Pazou and Borma.
It's definitely easier to do with Nomads. The only problem is there you need to use Kusanagi as Major, which fits kinda (no surprise given the name), but you loose out on the Hacking with her. Though you got Interventors for Ishikawa which combined with Tsyklons (climbing plus) fits really well. Prowlers, Intruders and Bandits fit pretty great for most other characters. Major as a Spektr Hacker is a reasonable option too, but doesn't really come close. If I recall it correctly CB did a Major profile years ago and it actually did end up more like a Swiss Guard, HacTao or Anathematic Hacker. But yeah with JSA it's really though, because the troopers are either really buff and CC focused or are super weak Keisotsus which don't really fit any one of Section 9. The play styles just don't fit. Vanilla lists just work better (Nomads, Aleph, YuJing and maybe PanO). Oh yeah and Tachikomas seem to operate more like the Sphinx if you go by the anime.
I say Custodier Lt H+ to you. Granted, she is more fragile, but a H+, with optic defenses... Nah, more like Uhlans with Climbing plus and SuperJump ('cause the weapon loadout, and even so it would be broken into 2 profiles) and Baggage. And able to Medevac not-unconscious troops.
I always thought (and still think) that the closest we had in Infinity for the Mayor was either the Dasyu or the Mk2 Proxy: - TO Camo - Infiltration - Higher than average CD, VOL and PH - NWI - Hacker profiles - (for the Dasyu) Lt. Profile
She has, in fact, remote-controller 2-3 bodies at once (with help from a VERY big mainframe), as we can see in the Solid State Society movie... But making a Hac Tao H+ proxy would be... OP, even at 60 points Xd

@Section9 so the Ninja had lower CC than the Shaolin? Wouldn't Major have higher CC regardless of this fact under current rules?
Thanks for posting those profiles! Those definitely look like they'd be alot of fun to mess around with in some casual games! I also feel the same with the ryoken-9 when I saw the jsa army stuff I was totally expecting her to be a TO camo hacker! Atleast the model is awesome though.
I know the 1995 animated movie had the Major with Thermoptic camo, and I will have to dig out my old comics, but I am pretty sure she had thermoptic in the original manga as well.
You may be quite right regarding the movie; the wiki entry certainly seems to indicate as much. I'll have to watch it again, heh; definitely, the tv series has Section 9 only using optic camo
I think Kusanagi, and maybe Batou, might get their Hacker Device upgraded to H+... since they can "disappear" from the enemy's seeing even without camo ("steal the eyes"), or maybe a simple upgrade: cybermask... (from the SAC series). Batou having Total Reaction is a little strange XD Both Batou and Borma had special eyes, so maybe MSV1 (again, from the SAC series) The old monkey would be straight Strategos N1 I think. And we lack Pazou
If we were working in current rules, Paz/Pazou has a CC emphasis (he seems lethal with a knife) and Fatality might fit his persona (he seems more brutal and street-capable, as opposed to military trained like other Section 9 members.) Impersonator might actually be interesting on him. Source materials talk about him being deep cover, he's comfortable in plain clothes, and (unlike most of Section 9) his background is civilian rather than military. He also has rumored mob/organized crime origins. He blends into the street more comfortably than any other member of Section 9. He also gets impersonated in SAC 2nd Gig, so there's some thematic irony here :D
I don't know why CB didn't do stats for Pazu (the ones I shared are copy-paste from the bibliotekfiles e-zine), but he's the only one who doesn't show up in the original 1995 movie. In Arise, Pazu is undercover military police. In SAC, he seems to be the one most familiar with the local organized crime types. Togusa is the only member who is completely non-military.
