Well the container they ship your desired armoured vehicle is also bulkier but less armoured. So shape is no indicator of a certain quality. Also... The Fitebat's rider doesn't seem to be able to steer that thing at all with those handholds
My guess is that it's driven by Cube interface like all the power armour. Even if they need an open cockpit for easy egress to do police nonsense (that and optics being the only reason I can think of to have one), exposing the controls without good cause is asking for trouble. Imagine the annoyed sky-motorist pushing your handlebars and steering you into a building when you pull them up for speeding!

I think the Firebat looks great but the rules are not good. Especially in comparison to others. I'm not going to buying it until it's actually good for something.
PanO really needs someone to redesign their uniforms and heraldry. Midnight Blue would pop so much better for the armor plating.
