I like to use a question to summarize the entire interaction, I find it easier to understand. To know if you can hack a model, you can ask yourself the question "Is the enemy target in the ZoC of my hacker or any of my repeaters?" And to know if someone can hack you, you can ask yourself the question "Am I in the ZoC of the hacker or any of their repeaters?"
Those questions don't cover all cases. Neither Bob nor Charlie are in Alice's ZOC or that of any of her repeaters. Both are valid targets. Adding a 'and remember if they can hack my hacker I can hack theirs' helps your questions somewhat. But it still doesn't account for a Hacker using an enemy Repeater to extend their Hacking coverage against a non-Hacker Hackable target.
