I feel really stupid asking this but do hackers actually have the hackable characteristic? Alot of hacking programs clearly make here a difference. And if they do not have the hackable characteristic does that mean a hacker with holoprojector can move through an enemy hacking area without revealing that he is a hacker? http://infinitythewiki.com/en/Holoprojector However, in Holoprojector L1 state the Hackable Characteristic is considered Open Information when the trooper is inside the Hacking Area of an enemy.

It is not that simple, as you can see I was proven wrong in the old thread linked. I'm fairly certain that CB forgot to rewrite the definitions of the basic Hackable Characteristic after Hacking got extensively expanded in 3rd edition. Things that are hackable (lower case H) don't necessarily have the Hackable Characteristic. Keep in mind that technically everything is hackable, because Spotlight exists.
Holy moly! That thread is the mother load of a hornets nest. Still, I entirely reject Robocks claim about “everything is hackable”. Spotlight says this: - You may choose any enemy within range as target of this program. The target of this Hacking Program need not have the Hackable Characteristic. This program gives you a specific license to hack DESPITE the fact that the target may not even have the hackable characteristics.
Right, they don't have the Hackable Characteristic, but they are hackable. Now check out, for example, Isobel McGregor's profile on Army. She's a hacker, so she's hackable. She, also, is lacking the Hackable Characteristic.
Must admit you kinda lost me now. You mean the square green box? Isn’t that there to tell you that despite the fact that you only have a combi rifle and a knife, you’re still hackable due to being HI, otherwise there’s no equipment in your profile that’s eligible to grant you the hackable characteristics? Like, the Crane Agent is hackable, whether or not he takes the hacking profile. The fusilier is only hackable if he’s a hacker or a forward observer that carries repeaters.
Deployable repeaters are not (deployed) repeaters, so Fusilier FO isn't hackable. And won't be hackable even if he/she deploys a repeater.
The little green box IS the Hackable Characteristic, yes. And on profiles that have a hacking device as baseline equipment, but are LI, it is not present. Keep in mind that the definition of the Hackable Characteristic doesn't say anything about equipment, you added that via extrapolation. There is nothing that actually DEFINES the Hackable Characteristic mechanically speaking, it is simply present or absent on profiles. The rules text describes the EFFECT of the Hackable Characteristic, namely that they are targetable by "certain Hacking Programs."
This (the Hackable Characteristic question) is something that, in its current state, is much better approached via "common sense house rules" than trying to make a rules text argument.
Just to clarify, are you trying to point out that someone carrying Deployable Repeaters is vulnerable to Blackout?

So if a hackers Device is blacked out/ Disabled, are they still a considered a hacker for hacking programs?
I think there's only one way to read this and that is; a) no, hackers don't have Hackable characteristic and b) HSN3's Holoprojector rule is where the mistake is located. Yes. Simply possessing a Hacking Device makes you a Hacker. Regardless if it works or not.
