Please note, that the wiki you're referring to is an N3 wiki. C1 wiki does not exist yet, the only source of C1 info is, in descending importance, is CB Staff's rulings from this subforum or other media, C1 Rulebook, and finally this subforum with comments.
Bare-Handed or Unarmed does not seem to exist in CodeOne. It seems the Cuervo example is bunk. Martial Arts is a skill that you can activate automatically and for free when you are in Silhouette contact with the target. As such, it is not a skill you declare as a Short Skill nor is it a skill that is a requirement for anything, nor (for that matter) is it a skill that can be used instead of a CC Weapon. All it does is give the unit benefits that can be utilized by a small range of skills (which for CodeOne means CC Attack and only CC Attack as far as I'm aware)
No, the linked Wiki seems to be the new home for CodeOne Wiki. (Makes sense since they've had two domains for the N3 wiki until two days ago) Note how CC Attack is named a "Special Skill" while in N3 that's a Common Skill and how Airborne Deployment is among the labels which in N3 is a Special Skill. Also "Superior Deployment" as a label that I have completely missed so far and that certainly doesn't exist in N3.
Yup. that's the new C1/N4 wiki, I stumbled across a test page and it there looks like there will be a button at the top of the page to toggle which version of the page you're viewing once N4 comes out.

I don't think that's inconsistent. It's a Label that's designed to be applied to special skills that turns them into a form of CC Attack. CC Attack does not have CC Attack Label nor does Martial Arts. CC Attack remains a Common Skill in Code One. If they'd been implemented like they are in N3, then Protheion and Electric Pulse would both be have the Label, so I can see the utility. In their cases that would have been "special skills" referred to by the CC Attack Label.

I think it's very likely that the authors would ask "Why would anyone expect the CC Attack skill to have the redundant label CC Attack?"
They may be, but that's kind of the point of labels that actually mean things in the game. Linguistically, it's redundant. From a technical standpoint, it's necessary.
