I'm a player that has pretty much zero interesting/incentive to use Domaru or Tanko, and Tac Awareness would definitely encourage me to give them another try. I think a lot of their problems are still deeper than that, but this would be a good addition for them.
I really do like that idea, getting TacWare off the big guns and onto the supporting troops (IMO, the best Zuyong is the Combi+Tinbot Haris). But what does this idea do to extreme skew lists like my 7 Samurai? Also, if this change was applied to Shikami, that would make them really scary in good/dense terrain.
Technically speaking I wouldn't personally put TacAware on Tanko because they aren't the high-tech mobility suits that Yu Jing produces and that Pan-O corporations are trying to ape :) Also, the Flammenspeer and Blitzens would disqualify Tanko due to my other criterias of not giving it to long range guns, though TacAware could be used to make, for example, the Wu Ming Panzerfaust have a meaning I suppose. so you can stick a Chaiyi in there for a 9 Regular Pool
Mostly I'm just inventing fluff reasons to incentivize HI factions to use their HI while not providing the same incentives for non-HI factions, and there is some thing to be said about Tanko being a downgrade over the old Haramaki suits that JSA can no longer produce.
