For what it's worth, I do really like his profile. That said, the 'everyone and their dog getting NWI+Shock Immunity' didn't really become a thing until IA came out, and Pavel was before that. At which point, it's like the flood gates were opened. Ramuh, the heroes from Foreign Company, and Cuervo all end up drinking from that well. The combination went from feeling like a justification for Yu Jing's cheap, budget heavy armour to just feeling cheap.

How about you actually list out all of the characters, when they were released and who has what "OP skills" or would that actually be too self-evident of your own bias? So half of Forco got it. A good portion of Ramah got it or something similar. But it definitely is a trend, even if it's not hitting every model. But the trend definitely started after IA hit.
2 profiles and no characters. Since we were mainly talking about characters it seems strange to start citing Muktars as "a good portion" or evidence of a trend.
Out of the four profiles with NWI in Ramah, one of them has Shock Immunity, one of them has Bioimmunity, and one of them has Total Immunity.
