I asking quite possibly a very simple and basic question.

However...Templates when placed on the table are Three-Dimensional or are they 2Dimensional with possible ways of placement?

I once heard that Templates were Volumetric, and even found some dimensions for Circular Templates. Thus making the chain rifleā€™s Template actually pretty long and broad.

    Does anyone know?

All templates are tridimensional. Some of the circular templates go as a cilinder, others as a sphere (or semisphere).

Yes, they rotate in 3D, and can be projected from anywhere from the (3D, cilindrical) Silhouette of the firing model. So yes, you can project a template over a fallen ally to impact a non-prone enemy behind.
