The Haris must contain a model with Haris skill. The list you made can form 3 Fireteams, one Core, one Haris and one Duo at the same time, assuming the members are listed in order. You can use any number of Wildcards in a Fireteam. Specifically for IA, each Wildcard option is one-of-this-unit-per-Fireteam. So you CAN form a Zuyong Haris exclusively using Wildcard troopers (although, arguably, it'll also be a Shang-ji Haris and the difference really doesn't matter unless you stick 2 Shang-Ji in there)
It is, but while IA is flexible thanks to Wildcards, they appear rigid in their fireteam formation compared to the headache that is TAK! :)
