So this is an example of a troop (say a Rasyat) armed with Eclipse Smoke being shot at through a regular Smoke cloud by a trooper with MSV2-3 (Say a Marut). Some relevant rules, from the wiki: Any trooper who is the target of a BS Attack into or out of a Zero Visibility Zone, or whose LoF traverses a Zero Visibility Zone, may respond to the attacker even without LoF, provided the trooper is facing the attacker. However, without a clear LoF to his target, the trooper's ARO (or second Short Skill of his Order in Active Turn) options are reduced to BS Attack with a -6 MOD or Dodge without the MOD. Ok, so assuming the Rasyat is facing the right way, they can respond ignoring the LoF requirements for skills, like using BS Attack to throw an Eclipse Smoke Grenade. The second bullet point says that without clear LoF to his target, the trooper takes a -6 to the FtF roll - but in the case of throwing an Eclipse Smoke Grenade, the target will frequently be a point in plain view. This implies to me that this -6 modifier will not be applied. Are other people coming to the same conclusion?
He has clear LOF to his Target, no -6. The Rasyat is standing in the Zero Vis Zone, so all LOF is obscured by Smoke: no clear LOF to his Target apply -6. Edit: yes, I seriously hate Machaon.

Thus, it fulfills the Spanish's version requirement of "against the agressor". Unless the rules demand that the smoke touches the attacker's silhouette, that is, but I think that is not required.
i don't think it strictly reduce all possible ARO (or second Short Skill of his Order in Active Turn) to that list. If it does, then that means you cannot second short skill Move in Active Turn. Which is non-sense. If it doesn't, then you can do other ARO such as BS Attack Eclipse on your feet without the -6, or drop a camo mine. Is how I see it.
Not sure on the end result of this situation. He meets the criteria of doing a bs attack. He is responding to the attacker. So should be -6 so far However he does have LOF to his target (the ground) and so I think because that part isnt done, that he should not be at -6 (so probably +3 overall)
However, if he’s using Eclipse, it would be as a Smoke “Special Dodge”, and should be on flat PH, with any applicable range MODs, rather than a BS Attack.
That's for the skill "Dodge"; the "Special Dodge" via smoke (and eclipse) is declared with all the rules of BS Attack.
