There's no link because it's not stated explicitly. The Unconscious state says what stops working when you're unconscious (automatic special skills and equipment) and having cover isn't either of these things.
What you describe as RAI is player justification of the requirement to be in contact with the scenery, that justification isn't in the rules. So no, there isn't a hole in the rules, there's just the Partial Cover rules which don't care if the target is Unconscious, just that it's touching the scenery item and obscured by it.
Not really, we know the requirements for cover, and an Unconscious trooper can still meet those requirements.

Well, rules need a compromise between being playable, balanced and immersive (close to reality). Impetuous models have a discount that is balanced with some dissadvantages, being the lack of cover one of them. Even if 2 unconscious models would make sense to behave the same, here for balance reasons (discount) or to not overcomplicate the rules (extra exception needed) the immersive part suffer a minnor hit; but that's ok.
Is it really a problem ? Who will spend order to shoot an impetuous model to kill it so you won't heal him. Nearly all of them are warband anyway (with the exception of Achilles, who you will coup de grace/shoot until his lhost is nothing but a memory)
@Arkhos we don't all play your greek faction, most PanO knight are worth healing and unconscious they are out of the fireteam same for samurai etc ... i don't want to be this guy when explaining the rule (warcor inside) "you know when you're down you have the cover but if you're up 2mm behind the cover you have not" etc.. all this is overcomplicated and bring nothing gameplay wise null state should be a no go for cover that's obvious, also mimetism doesn't work and should work but that's another can of worms
how is this complicated? Does a model have cover? Yes/No based on a 3rd of its silhouette being obscured. Does this change when a model is Unconscious? No it does not. Simple as a wedge
