It's not clear to me if the Tractor Mul Control device is the only way to add Muls to an army list. It is possible to take a Hacker (Wardriver, Isobel McGregor, etc) and have their ability to also enlist REMs work for the Tractor Muls? I don't see any restrictions that would prevent this. Obviously the Dozer with the Control Device is cheaper, but if I'm already going to take the hacker, while also buy a Dozer I don't want for this purpose? (Obviously Dozers have other purposes)
Agreed, that's a pretty good hint. However, that could also be a bug. For all the other control devices there is no indication that there is any other way to take that trooper. However with REMs it's also possible to do this with Hackers. The Tractor Mul Control device itself lists no restrictions against other methods of deploying Tractor Muls. I'll just stick to using the Dozer for now, but it seems like a grey area.
As with the other control devices, the description is what states that it allows the use of those units. I think that's the only mention of the restriction, however.
Agreed. However under the Remote entry on page 23 it also mentions that "Your Army List must include a hacker or a TAG to include Remotes." Which appears to be equivalent to the statement for the Tractor Control Device. Further it's possible to use Hackers to apply Assisted Fire and other buffs, just like any other REM. So I think it's a rules ambiguity.
Infinity rules are restrictive, in case something isnt clarified, its forbidden. That said, the only way to enlist traktor muls is fielding the control device dozer.
Restrictive doesn't quite mean that, it means there must be a rule that permits something to happen. For example there is no flying rule, therefore the Tractor Mul cannot fly. In this case it's not clear if the Tractor Control Device is in addition to the other rules, or further restrictive. A good example of an additive rule like this would be the upgrade programs which add something to the normal Hacking Device, Hacking Device Plus, etc. It could easily be seen as a bonus, since the Tractor Control Device profile appears to be cheaper than any other hacker in the game. If they had wanted to restrict the fielding of Tractor Muls to just the Tractor Mul Control Device, then the equipment entry should reflect that.
Look at the Kuang Shi and the Kuang Shi control device, and then look at the Kuang Shi entries in the troop profiles PDF. And then look at the Hungries Control device for MAF. It is both a terrible way of writing those rules and the way CB has chosen to do it. Edit: That other rule says: "Your Army List must include a Hacker or a TAG to include Remotes." Unidron Batroids are REMs which have the Ghost Autotool skill that says: This Special Skill is equivalent to G: Remote Presence, but additionally requires that the army field at least one trooper with G: Mnemonica, or Hacker, or a TAG, in order to field the user. to overwrite the normal REM requirement. That's the sort of writing that having separate Control Devices overwriting the normal REM requirement is consistent with.
