I remember a conversation with a Warcor, who was an Arbiter during the Interplanetario, saying precisely that about a Remote Pilot unmounting after placing the TAG base to base with the console in the mission where they had to keep a TAG touching a console (cant remember the name). So following that, yeah, a TAG in Locked Stat counts when touching an objective that just needs to be controlled.
