   I know in the ITS a Spec Ops is allowed 12xp to spend.
   
   But in friendly games where both sides wish to use a Spec Ops, is there a limit to the total amount of XP?

   No. It's a friendly game, if you want you could have Spec Ops HI (Orc or MB would work).
   
   I'm certain it won't be balanced, but Spec Ops aren't anyway. So if you both agree and have fun, go for it
