The way I read this, it only counts as enemy troops for the purposes of CC. So you can still Move into B2B contact and then away from the Scenery Item in the same Short Movement Skill. This means that 'drive by' attacks (and bonuses) is allowed against Scenery Items.

Is this how everyone else reads it?

Yeah. It gets weird otherwise. With walls potentially counting as enemies which means your movement would end immediately on reaching base to base contact with them and you not being able to declare BS Attack when in contact with said walls, since both of those interactions are triggered by being in base contact with an enemy.
