In army scarface and Cordelia cannot be placed in different combat groups. Is this reflective of a condition of the pair or just a limitation on army?

It is reflective of their unit entry and not a quirk of Army.

@colbrook please note that mention in the end: "this option is only avaiable in the druzebayram security sectorial army".

The profles PDF however have an entry for the other version of Scarface in QK and as Mercenary Extra: PG 59, they have to be chosen together and in the same combat group.

It looks like that is a permanent rule. I was told by a fine gentleman that I could spend one command point to send JUST one of the pair to another combat group. Can you guys help me understand of and how I can split them up later?

'must belong to the same Combat Group' is the rule. You can't split them up into separate Combat Groups, either at the list-writing stage or during the game.

I know it is the case for Proxies, as explained in the rule, it is because they count as only 1 trooper. Therefore spending a token to move 1 trooper will move the whole bunch of them

It is also the case for G:Servant and G:Synch (which includes pupnik, auxbot, etc).
I don't know of a rule where it apply to teams who are not already otherwise Ghost linked to each other. Meaning you would need 2 command token to move both trooper. And be unable to start your turn while the pair is split.
