Just wanted to make sure we're not missing anything, when dodging an attack being shot through a zero visibility zone there are no negative modifiers, unless the attack is a template weapon which applies a -3

This may well be the rule, but it is the opposite of the way Low- and Poor-Visibility Zones work for the same interractions. See the FAQ item on this link - http://infinitythewiki.com/en/Poor_Visibility_Zone This hurts my head because Infinity usually holds to a level of internal consistency, even when defying physics or whatever other odd situations the rules allow.
It has been confirmed that since Zero Visibility Zones were so common, imposing a -6 on Dodge was too potent and that for game balance reasons the Dodge penalty was removed during either testing or even prior to testing.
