There is no definition of base height in the rule book. Strictly RAW whatever base you put your miniature on is how tall it is when Prone. The bases that ship with CB models are 3mm high, so that is generally accepted as the "standard" height.
Even then, up until the new "LoF" bases, the 40mm bases were lower profile than 3mm (from N1-N3), so there wasn't even a "default" until now, when all of the CB LOF bases are of a mostly uniform height.

The official silhouette templates have an approximate base height marked on them. Page 10 of this PDF: https://assets.infinitythegame.net/downloads/n3markers/letter/all/v1.0/letter.pdf
That would be a TTS problem. You really need ‘regular’ and ‘prone’ versions of each silhouette to play properly.
The bases in TTS are 3mm high, you can measure them in the default 'state 1' of all miniatures. For the full silhouette you put them into 'state 2'.
