Repeaters, Hackers and no valid ARO

    A HI or TAG moves into the zone of a repeater. Does this generate an ARO for a troop with a KHD whe they have no programs that can affect them? Is it equicalent to a model moving inside your ZoC but out of LoF? Or does the KHD ignore hacking area for anything it can't target?

    If you can't declare an ARO you don't have an ARO. So no, a TAG doesn't grant a KHD a hacking ARO inside a Hacking Area (assuming no ZOC or LOF).

    Except Kerr Nau. He could White Noise because it's literally always valid if someone activates in your Hacking Area.
