So I noticed that since the Reinforcements rule counts Victory Points to determine if you can call them in, how does that interact with the Shasvastii-Embryo State? The Reinforcements rule is an extra rule, so does that count as "any other rule or conditions required by the scenario"? If that is the case, then Shas kind of gets the short end of the stick with this rule.
Reinforcements isn't Scenario rule or Retreat so I don't see why Shasvastii-Embryo would have any effect. Edit: By Scenario rule I mean that none of the Core N4 or ITS Scenarios mention reinforcements in any way. It's possible some of the new ITS Scenarios will interact in their own ways but by default Scenarios and Reinforcements don't interact at all.
