It depends a lot on what you want it to do, it's a bit redundant tbh, both Spector and Perseus kinda do CQB and step on each other's toes and the stempler doesn't do much aside from make it a bit more awkward to get around terrain/in buildings and add a hackable thing making you have to worry about repeaters. Both Spector and Perseus are capable of running solo, I'm not sold on their link
I generally like Perseus & Roaul better as solo units, but there is at least one exception for me. The Broharris is becoming my go-to for Looting and Sabotage because Perseus needs the extra burst to reliably kill the AC/2. Clear the way with Puppets or a Zondnaut, and then advance the harris in for the kill. Maybe drop by the panoply for Raoul to get some D-Charges on the way. The sensor, drop bears, semi-disposable REM, and repeater and all help to clear out the likely defenses and help give the team cover for the Sabotage. If L&S is on the event schedule of 5 missions, I have to strongly consider the Broharris for L&S and any other event scenario I can make the list work in. Tunguska's typical low model count forces some square peg/round hole solutions at larger events.
It looks like a secure/protect objective link to me. After taking something you can set up some ODD reactive fire, drop bears, and a repeater to hold. I use the Wildcat Haris like that. Fireteams meant to be actively killing don't like redundant loadouts because you want to swap the leader for each situation. Reactive fireteams don't mind it. I don't play Tunguska though so I can't say much more.

Tunguska is a challenge to write flexible lists for multiple scenarios especially at larger events where two lists for 5 scenarios can really start to stretch them out too thinly. Tunguska lists often look pretty thin on paper too, but then on the table some of those same lists are great. TJC depends on the statlines of the units to make it hard to kill and they don't often do asymmetrical trades as well as factions with warbands and lower cost units. Don't be afraid to go with lower order count but more durable units and lists. Tunguska does LI very well, and even 12 order lists are efficient with Puppetactica. One of my personal metrics that I sometimes use for a TJC list is "How many wound/structure am I putting on the table?" Instead of "how many orders?" for missions like Decapitation, where points matter, I've found it's a solid way to play TJC.
I really wish Tunguska would get a decent wildcard unit. This would be a pretty perfect place for it. Throw a hacker or engineer into that link instead of one of the CQB guys, you'd have a really killer little Haris to field alongside a Securitate core and a big shooty thing or two.
My gut instinct tells me that TJC won’t ever see Wildcard without an exception that prevents it from joining Hollow Men. So we may see “counts as” a lot, but probably no straight up Wildcards.
I'd like a decent Wildcard as well, you can easily fix that...Jelena Kovac Wildcard but can't join a Hollowmen link team, we already have such examples.
Linkteam membership requirements basically use Booleans at this point. If we're going to be complicated, might as well go all the way.
