OTM allowing illegal lists to be submitted (ghazi?)

So a friend and I were messing around with submitting lists for a tournament to see if I actually needed to check everything. I couldn't get any illegal lists through on my end. Then he managed to get through several like this:

On the other hand this list was always blocked for him:

Does anyone have any idea what's going on? My only explanation is that Ghazi are so overpowered they even break OTM.

 

I should add that I get the same results when I try to submit the lists from my end. Endless hordes of Ghazi allows me to enter illegal lists, but I also can't enter the last list as it doesn't show up as valid in OTM.
