For units like the Daylami with the One-Use Camo and Infil at PH=7, confirming that they can simply deploy in camo state without having to push for an infiltration roll at PH=7.

Yes, One-Use Camouflage allows you deploy in the camo state, like limited camo from N3.

And I want to confirm that Infiltrating with them beyond half of table requires a roll of 4 or less?

As far as I've been answered, the marked stats (like, Rokots infiltration - 8) is the baseline attribute for those units when trying to infiltrate enemy's table half.

So yeah you need to subtract 3 from that number, not their baseline attribute.
