Looked over both rules and I'm not confident in the result.

We have a Gao-Tarsos attempting to AD:Combat Jump, his intended drop zone happens to be within range of a nullifier. In this case is it legal for enemy hackers to use Hack Transport Aircraft, or is it blocked as a hack by the nullifier?

I would say it doesn't apply, personally, as when you declare the Combat Jump you aren't yet in the location of the nullifier. You have to successfully complete the Combat Jump to place your model in the desired location, at which point you are now within the nullifier zone of effect.
