That is how I have been playing it. but then I saw there is a skill in the book.

I looked up hackable and it makes it seem like they would be hackable without the non-hackable skill. Even if they do not have the icon.

I've noticed that the non-hackable skill didn't make it into the wiki, guess they reckoned people could work out that troopers without the hackable characteristic aren't hackable.
