Forest block LoS. Therefore a multi trooper unit trooper can never end its move inside a forest because their leader (or vice versa) can’t draw LoS to it.
You (or your gaming buddy, I suppose) alredy get an answer on Discord. It's the same here. Even inside a forest, a unit has LoS on its members. If you feel that you are abusing the rules, just place the troopers in contact with the Leades. There are no templates to take in account in Warcrow
It feels to me that the forest rules aren’t very well written. A lot of counterintuitive shenanigans happening. Perhaps CB dev team should think it through before commenting. Like what kind of tactical play you want to promote and what you don’t want to see.

I'm going to be honest: that's Corvus Belli in a nutshell. There have been a lot of rules in Infinity with well-meaning text but ambiguous readings that lead to utter shenanigans in practical play and had to get patched or FAQ'd out. Some of which is due to their own stubbornness with keeping odd rules interactions present, some of which is due to them writing the rules in Spanish and then translating it to English, and some of which is just good old fashioned oversight. It frustrates me a lot, but they're a pretty small team and it's usually pretty clear how the rule is supposed to function, so most TO's won't let people away with Rules Lawyer shenanigans. And if a guy at the local store tries to pull some jank in a friendly, you throw Cheetos at him until he stops.
Warcrow is a new game. We (community) can still hopefully fix the bugs left by the dev team. The whole LoS thing is kinda mess. I would write the “reciprocal LoF” FAQ from Infinity to Warcrow. This will clear all the forest shenanigans. “The unit A has a LoS to unit B, if the unit B has LoS to unit A.”
