So basically, if you have the ARO and have MSV1 on a troop in a fireteam and declare shoot through smoke, if the first or second half of the enemies order is shoot either because they have MSV2+ or are also in a fireteam, your trooper was able to conduct the shot as if having MSV2, only if the player in the active turn does not shoot at you do you still have to shoot at the -6 penalty and no risk to your trooper... This is an interesting little thing that I did not notice makes linkable MSV1 ARO pieces pretty substantial, if I'm understanding it correctly...
