"The Trigger Area excludes any areas in Total Cover from the Blast Focus of the Small Teardrop Template."

Then suppose a ally trooper exists between a mine and active trooper (a trooper has a large enough silhouette to hide the trooper behind it). Can landmines be fired in this case?

Depends on the 3D layout and trooper movement.

The template is a 3D volume and so are the troopers. A simple 2D image won't be enough to answer a general question. Typically a single allied trooper is not enough to shield enemies from direct templates like mines, but they can be.

    As for your specific image:
Yes if; the blocking trooper is S5+ or if the enemy behind it is prone.
No if; the blocking trooper is S3-S4 or prone and the enemy behind it is not prone or if the enemy trooper behind it moved anywhere in the rest of the blast area.

What I say is front trooper blocks LOF between mines to behind trooper. Anyway, thanks to your answer.
