"You can measure Movement distances immediately after declaring any Skill with the Movement Label and before determining where the Trooper ends his Movement, always measuring from the same point on the base’s outer edge and underside."

"When moving Troopers around the battlefield, players must measure the complete route (including, for example, any detour to avoid obstacles) and must always use the same part of the base for their measurements."

So I declare Move with a model and chose to measure how far I can go to the left by measuring from the left side of my base, if I know want to know how far I can go to the right as well due to the above rule I still have to measure from the left side of my base.

Does this mean that if I decide to go to the right my move distance becomes one base shorter or do I still get my full movement but my pre-measuring precision is reduced in that direction?

Similar situation but measuring actual movement.
I have a model next to a fence, 1" from the edge of it. I want to move around the edge of the fence to other side while keeping next to the fence the whole move.
I select to measure from the front of the base, move 1" + a base length forward so I can round the edge then I want to back on the other side but due to the above rule I still have to measure from the front of the base and I'm only allowed to turn the model around at the end of the move.
Does this again make me lose 1 base length of movement or does it just make the measuring more difficult?.

I think you're reading too much into it.

It means that when you actually make a Move you measure the distance moved between the front at starting and front at end locations, or left at starting to left at finishing, so you're not pinching inches.

If you're just working out where you can get to you can measure from any point of the base, up until you physically move the miniature, then you must pick a point to measure from.

I'm pretty sure it's trying to mean you measure from the same point in terms of moving the model and you don't measure from the back to the front to sneak in extra movement.

What colbrook said. But the main thing is to look at the two diagrams immediately following that red box - the purpose of the text is to stop you measuring from the leading edge of the start position to the back edge of the end position, and moving the model a whole base width further than their MOV value.
