No. (They can only gain IMP-2 by using the Cybermask program, which is an entire order skill that requires a WIP roll.)
Hacking doesn't have the Deployment Skill label, and Cybermask isn't a gadget-EVO supportware (which can be activated before the first Game Turn if you are going second)
To put it another way, currently the only mechanism that lets a player start with active hacking programs is an EVO Hacking Device, and even that has severe restrictions on what it can start and when (including requiring going 2nd). You’d have to be playing some sort of custom scenario with special rules permitting hacker to use (presumably non-Attack) programs during deployment or something to benefit from Cybermask before turn one.
