Say certain trooper A has Stealth and certain trooper B has a Jammer. If trooper B is behind a wall and cannot see trooper A, who is moving stealthly. Can trooper B declare the jammer on trooper A?

I know that if you cannot draw LOF to the stealth trooper than you cannot ARO against it, but the Jammer does not require LOF. Does this change anything?

    From Stealth:

A trooper with Stealth that declares a Short Movement Skill or Cautious Movement within the Zone of Control of one or more enemies but outside their LoF does not grant AROs to those enemies...

So no, the Jammer user cannot react, unless they have Sixth Sense or the active trooper does something that breaks Stealth.
