Yes, it's open information. The test for this is: Does it specifically say that it's Private Information? If no, then it's Open Information. Compare CoC instead.
Okay thanks. I was wondering if there was a way to hide if I take a Liberto or not. He could think it's a TA Zuyong when in fact it's the Liberto. Oh well.
How would that work anyway? The Zuyong's Irregular Order from Tactical Awareness is placed 'besides the trooper possessing this Special Skill'. Not set aside from the Order Pool like other Irregular Orders.
