In Asteroid Blues Firefight one player gets Fusilier Angus as a special character. Does he count as a Fusilier for fireteam composition?

No, not unless the profile has a note saying so. For comparison, see all special characters in sectorial that have explicit notes saying who they can link with, even if their unit name is in their ISC.

None of the other Fusiliers are willing to work that closely with him out of fear that his bad luck is catching!

Unlike during the Human Sphere rules from second edition (history lesson: where it was sufficient that a unit was described as belonging to the same unit as another; example "Keisotsu Yuriko Oda" didn't need any special rules to form a Fireteam with Keisotsu because she was called, in part, Keisotsu), forming Fireteams now depend on the exact name in the ISC, for example "Domaru TAKESHI 'NEKO' OYAMA" is not word-for-word the same ISC as "DOMARU Butai", which is why he needs a special Fireteam rule that allows him to act like one.

Even in N2 all the Dire Foes needed notes to let them be in Fireteams! Yuriko's was:

Guǐ Fēng Yuriko Oda can be part of a Keisotsus Fireteam in the Japanese Sectorial Army (2+1; 3+1 or 4+1).

But the main point is 100% right - characters only count as a specific unit if there is a note saying so.

I seem to recall there being about a year of that note not being there and answering questions about her linkability on numerous occasions because of it.

It’s all historical curiosity at this point. I know the basic spec-ops have always had a linkability clause, but I thought the characters had notations (of varying clarity and quality).
