In some missions, there is the 'Intelcom Card' (Support and Control)...I'm either really confused or just not seeing it...but where is/can I find it?

Note- I do own the latest Classified deck...

Intelcom isn't a specific card. As detailed in the current ITS document (Frozen roads) on p13.

    INTELCOM CARD
As stated in some scenarios, it is possible to renounce the use of an Objective Classified, to use it as INTELCOM Card (Support and Control, or Interference).
Before the beginning of the game, but after choosing the Classified Objective, each player must decide if that card will be their ClassifiedObjective or their
INTELCOM Card, announcing their decision to their adversary. Each player rolls a die and the one who gets the highest score must make their decision first
and inform their adversary. The content of the card, whether the mission, the card numeric value or symbol, is Private Information, no matter which use the player has
    chosen for it.
When specified in the mission, and in Initiative order, the player can use their INTELCOM Card.

The numerical value is the number on the top right hand of the card?

    Yes. That's the one.

I don't fully understand the mechanic myself - and nobody has ever done this in games against me, so I've never seen it used.

The idea is if you draw a shit card that you can't do, you have an option to use it as bonus points to a scoring zone. So if you have a 10pt card you add 10pts to a zone at the end of the game to see if you dominate it for points. See Frontline for an example, you draw lots of classifieds and this acts as a failsafe to help make sure you can get value out of your classifieds and not wind up with a dead card.
