Trooper “A” has Guard and 6th sense. Enemy trooper “B” is inside Trooper A ZoC and in ZVZ. Enemy trooper B declares move skill, but doesn’t move. Trooper A declares (illegal?) CC attack ARO against trooper B. Trooper B declares BS attack against Trooper A.

Is Trooper A CC attack ARO changed to Idle or resolved using Guard?

I thought that only ARO requirements are checked after 1st order and skill legality is checked at the resolution of the order.

So Martial Arts can’t be used in an ARO if enemy moves to engage using 2nd skill?

Skill requirements are checked at step 6, however, any requirement of LOF is checked on declaration (see the post by IJW).
ARO validity is checked at step 5, after all skills have been declared. Validity is whether you have actually had an ARO, not that the skill is valid.
Martial Arts, if the unit has it, can be used at any time when you declare the CC Attack common skill

Now, I'm not entirely sure what function step 5 serves, but there it is.
