A new player in my LGS wants to start Bakunin, What are the best boxes to pick up to get to about 20ish models?

I'm starting Bakunin, what should I buy?

Priorities:
1- 100% necessary to make lists work. You can't avoid this purchase.
2- core to the faction, but you can go another direction. They're generally useful, you'll commonly use some or all of these units but they're not 100% necessary all the time.
3- excellent flavour, but can be skipped in favour of something else.

Initial 300pts:
1- Expansion Pack Beta: 2 x Morlocks, 2 x Moderators. These are the line troops of the faction.
1- Observance Action Pack: a broad selection of different Observance models; gives you Nuns with guns as a basis to fight with.
1- Zonds Box: basic faction S3 REMs
2- Zeroes Box: no frills Skirmisher, gets objectives done or acts as a defensive speed bump.

Expansion:
2- Infinity Aftermath Characters Box: alternative set of useful Warbands and a core Hacker. But easy to proxy instead, otherwise it'd be "1".
2- Cassandra Kusanagi (Spitfire) Blister: a one woman Haris. She's seriously good.
2- Support Box: basic faction Dr + Engineer
2- Riot Grrls Box: ridiculously good Heavy Infantry. Gives you an alternative way to build strong fireteams.
2- GoPod Box: probably the best vehicle in the game, cheap enough to be a common feature
3- Uberfalls Box: warband that will eat anything it's pointed at.
3- Stigmata: Observance TAG and Hacker. Truly a unique unit and a reason to play BJC.
3- Zoe and Pi-well: top engineer + best specialist REM in the game
3- Lizard: Solid Main Battle Tag. For if you like mecha.

Consists of:
- Observance Haris (AP gun with specialist and close assault option)
- Lt and decoy Lt
- Reverend Haris (Long ranged firesupport and 2 specialists)
- Camouflage Infiltrators that can serve as specialists, deep strikers or speed bump
- Sin-Eater providing a long-ranged ARO
- A guided missile launcher to exploit your Hacking infrastructure
- Some warbands to act as a defensive or offensive trading pieces

This provides you a decent place to get a feel for the faction and expand from; it gives you the tools you need to make the faction work, but is focussed on accessibility not 'the strongest choices'.
