Most of the REMs have a "PARA CC Weapon (-3)" listed on their profiles in the CodeOne Army App. I had initially assumed this was simply meant to be a port of Electric Pulse, but on page 29 (and page 60) of the CodeOne Rules PDF they say negative mods are only applied to enemies. So this is very much not the same as Electric Pulse, but it also made me realize I don't know what the (-3) is applied to: a CC roll or a saving roll?

The remote makes a CC roll, the opponent makes their roll at -3. If the remote wins the face to face then it applies the effect of the Para (Paralysis) ammunition.

If that is the case, then Adhil Mehmut is capable of imposing a -12 mod to his opponent's CC roll when he uses his PARA CC Weapon (-6) along with Martial Arts L2 and his native CC Attack (-3) skill.

Yes, that is correct. If you can get him into CC he's very capable at paralysing things, he does however need to get there first.
