i know Holoprojector allows you to swap appearances of the model with one of equal size and the enemy requires a discover roll to detect.
is the Holoprojector's decoy model open information?

Yes. All information about the 'imitated' trooper is Open Information.

So if you have a Hafza Holo'd as a Lasiq Viral Sniper you say "This is a Lasiq with a Viral Sniper, they're BS12 with Climbing+ and Mimmetism" or similar.

You may need to rephrase the question, do you mean L1 or L2 of the skill and in which way would it not be open info?

Holoecho does not cause the model to be Private Information in any way other than which model is the real model.
Holoprojector L1 (state) makes the hidden model appear as if another model available as a selection for the list. What is hidden under the disguise is Private Information, while the profile imitated is for all intents and purposes the model's Open Information.
Holoprojector L2 (skill) allows you to activate both states at the same time which means that you will get 3 Echos that all appear to be a specific troop profile.

No, there's no need to Discover.

    It happens like this:

    3. Alice Moves within LOF of Bob, your Lasiq
    4. Bob does nothing
    5. Alice BD Attacks Bob with a Spitfire at B4
    6. No additional AROs
    7. Bob gets cover, so Alice is +3 for range -3 for Cover. Note Alice does not suffer a MOD for Mimmetism.
    8. Alice hits Bob which causes the Holo state to drop revealing Bob as a Hafza

    Or more likely:

    3. Alice Moves within LOF of Bob, your Lasiq
    4. Bob reveals as a Hafza HRL and BS Attacks Alice
    5. Alice BD Attacks Bob with a Spitfire at B4
    6. No additional AROs
    7. Bob gets cover, so Alice is +3 for range -3 for Cover. Note Alice does not suffer a MOD for Mimmetism.
