    Let's take Transmission Matrix.

A, non hackable unit moves within range on B1 repeater. Hacker B declares White noise to be placed in range of B2 repeater. Legal?

Yes. White noise can be used in aro, but will never do a FtF and don't have a target, so I don't see the problem

It feels little icky, as A is not hackable, and White noise affecting a third party. But I also find no argument against it.

Yes, is icky, but at the same time, white noise as ARO cannot affect anybody during that ARO, never does a FtF roll, and works against non-hackable troopers

Yes. Just like other AROs that don't or can't target the active trooper, like Pitchers or Drop Bears, or placing a Mine. Or even Smoke Grenades.
