I have a question and i will clarify with and example. My trooper A activate and move, generating an ARO by the enemy trooper B. B declare BS Attack as ARO A declares FO as second short skill. FO and BS attack are face to face? Or since FO does not inabilitate in any kind B those are Normal Roll?
Whenever the two skills involved are listed as Attack, you get a FtF roll. Or when Attack vs Dodge or Comms Attack vs Reset. Always FtF. Attack vs Reset or Comms Attack vs Dodge generates Normal Rolls, because the skills do not interact.
Skills that affect an enemy doesn't necessarily need to be attacks. Most if not all skills that do are attacks in the N4 rulebook, but there is at least a theoretic possibility to affect enemy with non-attack skills which could still result in a face to face roll. The rule of thumb you need to follow is "Does this roll do anything to my opponent's unit and ditto them to my unit? If yes -> Face to face". It's very convenient that attacks always does things to the opponent.
I'm fairly sure that all (edit: those) skills in the rulebook are labelled Attacks, primarily because you Dodge doesn't work against Doctor and how all effects Discover would have would also trigger cancellation clauses. That still leaves potential for scenario specific interactions or ITS cards, etc. to not be attacks but still affect the opponent.
Yes i followed this rules but i came into an issue to the word "affect", i over interpreted it. Does a BS Shoot (or a Flash Pulse) if they succede technicaly "stop" my action? Yes, so this attack is affecting my trooper. Flash Pulse (if successful) does not stop my trooper from shooting, so i guessed (wrongly) that it would be Normal Rolls. This put another question in my mind. A is in a smoke template, and declares ad Intuitive Attack towards B, that will respond shooting back (with -6 of malus since is reacting trought a zero visibility zone). A must roll a WIP, this roll is a normal roll (and same for B shooting) or those two rolls are Face to Face?

Since FO is an attack, you indeed make a face-to-face roll. I feel you on the overthinking certain wordings. I think a good rule of thumb to make interpretation easy is looking for keywords. Also, coming here and asking folks is a good step as well, as we can all learn from each other

That's why the rules sub-forum exists! And questions are absolutely inevitable. I can't think of a single game that I've played in a tournament setting that hasn't required a judge's ruling or an examination of some interaction of the ruleset.
