This has been asked before and answered, but always as if it was totally clear and without rules reference. In our Discord we noticed that we have two opinions on this topic, and I would like to clarify this. Wildcards can be part of any Fireteam. The maximum column shows the maximum number of Troopers of that Unit that can be included per Fireteam. In addition, some Wildcards may also be listed in specific Fireteams. In all cases, the total number of Troopers of that Unit included in the Army List must respect the Availability of the Unit. This rules text couldn't convince OP beforehand though. Also, given that the post with the solution to a similar question is already a year old, shows that this didn't get officially clarified / FAQ'd since then.
The rules text isn't what I would consider 'clear' myself. I also thought it was the other way originally. /Shrug
