You're introducing a rule that isn't included in the Annex. It may be intended but it isn't included. So the answer is as @QueensGambit has it until a change is made. Right now the rules are: 1. Has the Haris skill 2. Has an ur-member / counts as ur-member as part of the Fireteam Nothing in the rules requires those requirements to be filled by the same Trooper.
