OS in vanilla are prohibited by SWC tax (dunno the exact reasons, might be a relic). PH is actually quite expensive skill, it might be even pointed a bit more (than normal) on Infiltrators as they can use it to infiltrate enemy half of table.
The 5pts price difference is completely justified. You've forgotten to mention deployable repeaters on a Crocman, together with extra PH and X-visor those things should be more expensive on an infiltrating TO unit. In my personal opinion lack of religious troop is also more beneficial than having it. I think that it is a mistake to compare point costs between armies without any context, as well between two absolutely different unit classes. X-visior on a Crocman is also more useful than on a VetKazak and especially on other non visual mods units. Crocman engaging target armed with combi, both in cover, outside of 16" still hits enemy only on -3, while an opponent is already at -12 (TO + cover + range) - that is kinda massive. The simmillar situation happens while in suppression fire, extending the decent range up to 24" while imposing -9 mod from the get-go can't be undervalued. 1SWC tax in vanilla still exists, the newest example is Asparas in Aleph.
Dont forget the deployable repeater and religious is rather negligible in terms of cost if at all meaning the croc is pretty much an absolute upgrade.
1) In PanO (vanilla, NCA and Acon) I am more than willing to pay 5 points in exchange of 1 SWC. In other words: the price of 5 points is more than appropriate for 1 SWC. 2) In Yu Jing several REMs (Rui Shi for example) cost less SWC compared to JSA. Well, JSA is not a sectorial any more.. I hope, this helps.
As for SWC dont forget that CB is more than happy to use it as discouragement from units for fluff reasons and should be taken with that in mind. This becomes very prevalent in Lt options outside or even inside of sectorials.
Deployable repeater is 1 pt, x visor is 1 point, So it's 3 pts for +2PH, -1CC, +Multiterrain (I don't think this costs anything, maybe a point), -Religious (this is either free or below 1pt). SWC tax is stupid imo. And random. I think fluff wise the LT system broke down the moment they've added cheerleader LTs, so after that it doesn't make any sense to add random SWC taxes there.
Sometimes prices is hardly explained with logic or algorithm Take a look at: K9 antipode (devil dog) Vs K9 antipode (streloks) Vs Batard ... 7 points for the first is far from justified in comparison of 8/5 points for the others. Mask
K-9s has a standard set of stats, so let's compare to that (the one that's on Devil dog's dog and Strelok's dog). On top of that: Devil dog: +Mimetism, + Aquatic terrain, 7pts Strelok: +Camo, + Trench hammer, +Forward deploy L2, +regular, non-impetuous (though this is represented in it's owner, at least that it's regular), 8pts Batard: +2CC, +1ARM, -Super jump, +Dodged, +Mimetism, +Trench hammer, 5pts Antipode pack: +Camo, +Jungle terrain, -Antipode Yeah, lot of cool skills all around for dirt cheap.
Going by my rough calculations on what I've derived points to be, I make the TOFOOS to be ~27 points and the Croc man to be ~31. CC is a rounding stat, with 1 point usually buying you +3 CC, but it's more often used to level up to a round figure overall. So you're looking at X-visor, Dep Repeater, +2 PH and Multiterrain costing 5 points (with the CC difference being rounding), seems about right to me (single terrain skills look free, as soon as you get more than one it looks to cost 1 point).
CC is 1 pt for +3? And is rounded? lol ALGUACIL Combi Rifle / Pistol, Knife. (0 | 10) ZHANSHI Combi Rifle / Pistol, Knife. (0 | 11) No. CC13 => CC14 costs a point.
'fraid not. It's pretty clear to me that the "base profile" starts at CC 13, and it goes up in increments of three. So 1 point gets you 14-16, 2 points gets you 17-19, 3 points gets you 20-22. With the differences being accounted for in what other stats, skills and equipment the trooper is carrying, where fractional points exist and where multipliers apply (CH:TO increases in cost as your BS increases for example). Incidentally, WIP is a real oddity with some absolute bafflers (Securitate), the combination of WIP 13 and CC 14 looks to cost 2 points overall.
That part is just too messy for me to spend time on trying to figure it out. It's possible, that the "base profile" costs 10.7 pts, for each point of CC you pay 0.3 pts, so that extra CC you get that extra 1pt cost, as it gets to 11 (I'm assuming rounding down for integer reasons). Also some of the profile use the "old formula", some others the "new formula", and I suppose old and new means many different versions.
